A large Canadian municipality was evaluating options for regulating short term rentals, for both principle residences and secondary residences or investment properties. The proposed regulatory framework was developed to align with a set of Guiding Principles largely based around rental supply, tourism, and safety.
- Our Approach
- Analyzed the anticipated impact of the proposed policy framework on the short-term rental market and on the housing market more generally.
- Developed a compliance framework and set of enforcement pathways for the municipality.
- Estimated the resourcing requirements to implement new short term rental policies and recommended a specific licensing fee to cover costs.
- Outcome
New short term rental policies were implemented in the municipality and mimicked across the country as a means of protecting residential housing stock and maintaining community safety.
