- Context
A municipal government was looking for decision aids to incorporate a risk and resilience lens into critical infrastructure planning. These decision aids were needed to understand which infrastructure projects will most effectively reduce risks affiliated with shocks and stresses (such as earthquakes and aging infrastructure) while increasing the resilience of the overall infrastructure network.
- Our Approach
- Interviewed infrastructure managers across the municipality to identify relevant critical infrastructure, existing infrastructure risk data, and the shocks and stresses likely to impact various types of infrastructure.
- Built a preliminary decision framework and scoring framework for comparing infrastructure risks and the impact of various capital projects on risk mitigation and resilience.
- Built a prototype data collection survey and interactive dashboard for comparing risk and resilience profiles across proposed capital infrastructure projects.
- Outcome
Prototype tools and an internal change management roadmap were delivered to the municipality's Risk Management Team. The tools are being implemented and tested with select infrastructure groups as a means of weaving a risk mitigation and a resilience lens into the municipality’s capital planning processes.
